Candace A. Spencer is a Florida-barred attorney who works in the field of environmental mediation and facilitation - with a focus on food and agriculture - in Washington, D.C. She was introduced to the topic of heirs property while conducting a legal needs assessment of Black farmers in North Central Florida during her 3L year at the University of Florida. After graduation, she conducted academic research on the implications of legal remedies to heirs property contradicting cultural perspectives of land ownership. In her professional position at the University of Florida Conservation Clinic, she created the Environmental Justice and Community Economic Development program area and supervised Student Associate projects, which included a comparative analysis of relevant Florida probate law and the Uniform Partition of Heirs Property Act (UPHPA), technical support for the creation of the heirs property program offered by the Communities That Care Community Land Trust (Gainesville, FL), and an analysis of the political feasibility of enacting the UPHPA in Florida. Candace is passionate about equitable land ownership and increasing Black land ownership of agricultural land, which fuels her interest in remedying heirs property issues. While she lives in DC, her heart stays in Florida and she is Vice President of the Board of Directors for Working Food, a Gainesville-based organization dedicated to building a resilient local food system.
